Transition of the Statistical System in Russia

要旨Abstract

　本調査の主要なテーマは、ソ連崩壊後のロシアにおいて、体制移行と平行して推進されてきた、統計システム（国民勘定体系）移行の現段階におけるいくつかの主要な特徴を整理・吟味することである。まず、パートⅠでは、新生ロシア経済統計のマイルストーンを形成する１９９５年SNA産業連関表を素材として、国内算出体系を中心に統計システム移行の到達点を概観する。次に、パートⅡでは、開放経済化と自由貿易化のもとで抜本的な変更を被った対外経済関係の統計システムの現状と論点を包括的にサーベイする。

　Part I. Reappraisal of Russian 1995 SNA Input-Output Tables: This part clarifies epoch-making characteristics of the Russian 1995 input-output(I-O)tables which can be considered as a milestone of national accounts statistics in the new Russia as well as probably the world's first benchmark I-O tables in accordance with " SNA-1993". This paper further discusses their significance and problems, and briefly analyzes the structure of Russian economy in the transition period by using the I-O tables.
Part II. Problems of Foreign Trade Statistics: This part investigates the relationships between four kinds of official foreign trade data in present Russia ; namely customs statistics ; foreign trade statistics ; balance of payments ; and GDP statistics. Special attention is given to the problem of unregistered trade, which is not captured by customs statistics and amounts to 30 percent of imports from Non-CIS countries. It is shown that the method of estimating the amount of unregistered trade should further be improved.
