競争政策の国際的側面
International Aspects of Competition Policy
要旨Abstract
企業活動のグローバリゼーションの進展に伴い、各国の競争政策が他国の企業活動さらには消費者行動を含めた経済活動全般に及ぼす影響が益々大きなものとなっている。こうしたなかで、競争政策の立法と運用の両面で、経済効率の向上を政策目的として重視する動きが近年、OECD加盟先進工業国でほぼ共通してみられる。このような傾向は、各国経済の構造をより整合的なものとし、国際的な経済摩擦を少なくするためにも役立つ。しかしながら、自国のみならず他国の生産者と消費者そして世界経済全体の便益の工場のためには、各国競争政策の立法・運用面での収れんの動きに加えて、多角的な国際協力の枠組みを一段と強化する必要がある。
There is a growing trend towards convergence in competition polices of industrialised countries designed to achieve economic efficiency gains. However, further strengthening of the framework of international co-operation among industrialised countries, and between them and emerging market economies, is vital to enhance the beneficial effects of competition policy for the global economy. The establishment of a supranational global institution with legally binding power to enforce competition policy across countries is difficult to envisage at this time. Alternative suggestions have been made for enhanced international co-operation going beyond the principle of comity among nations.
