政府統計の個票利用と統計法改正―試行的提供の経験を踏まえて―
Use of Official Micro Data and Revised Statistics Act -Based on Experience of the Trial Offer-
要旨Abstract
我が国の政府統計は，国際的にも高い水準であると評価されているが，個票データの利用については，欧米諸国から遅れていると言われている．個票データの利用が進まないのは，統計法において利用に厳しい制限があるためである．その問題に対して，様々な提言や取組みがなされてきており，その具体的な取組みの一つが政府統計ミクロデータの試行的提供である．本稿は，試行的提供がこの問題にどのように対応したか，どのような意味を持ったかを考察したものである．また，平成19年５月に改正された統計法の下での個票データ利用上の問題を推察するとともに，個票データの利用において今後考えるべき課題を提示した．
Although it is considered that the official statistics of Japan are high quality when compared internationally, in use of micro data, it is said that Japan is behind Western countries. Micro data use fails to progress because its use is severely restricted by the Statistics Act. Various proposals and efforts have been made to solve the problem. One of the concrete proposal is the trial offer of official micro data. This paper considers how the trial offer supported this problem, and the significance it had. Moreover, while forecasting the problem of use of the micro data under Statistics Act as revised in May 2007, the issue which should be considered in micro data use from now on are presented.
