Economic Development and External Imbalances: The Japanese Experience since Meiji Period
要旨Abstract
本稿では明治初期から現在までのおよそ130年間にわたる日本の対外不均衡の推移を，国内外の経済的制約との関係において定量的に考察する．国内，および対外的な制約は時期に応じて交替的な役割を演じており，第二次世界大戦前にはおもに国内制約が，戦後の固定相場制下においては国際収支の天井のもとでの対外的制約が影響していた．そして1980年代以降，国内外の制約からは解放されていたことが実証的に明らかになった．ただし最適成長論から予測される国内貯蓄率は，2040年頃までには国内投資と大差ない水準にまで低下し，国内の資金供給の制約に再び直面する可能性も示唆している．
This study empirically examines the changes in external imbalances from the Meiji period to the present period, focusing on the internal and external constraints. Domestic and external constraints played different roles depending on their time of occurrence. The domestic constraints were primarily influenced by World War II and external constraints by the ceiling of the balance of payments under a fixed exchange rate from the 1950s to 1960s. However, the domestic savings rate predicted using optimal growth theory suggests that it will fall to a level that is similar to the domestic investment rate by around 2040 and that it will face domestic fund restrictions again.
