Can We Draw a 'Realistic Utopia' Toward Publicly Reciprocal Welfare State?: A Comparative Viewpoint between Japanese Welfare State and America's Welfare State in the Light of Hibakusha Movement
要旨Abstract
日米福祉国家の比較は，「結果の保障」（日本）か「機会の実質的保障」（アメリカ）か，あるいは，「無条件的で普遍的な保障」（日本）か「多様性を尊重する保障」（アメリカ）かといった異なるリベラリズムの考え方を対照させる．とはいえ，両者はいずれも，経済的モニズム（貨幣的一元化）の論理の徹底化において共通する．本稿の目的は，戦後日本のノーモアヒバクシャ運動を手がかりとして，経済的モニズム（貨幣的一元化）に抗する視点を抽出すること，それをもとに，日米福祉国家を再構築するヒントを探り当てることにある．
A comparison between the welfare states of Japan and the United States shows a sharp contrast as “outcome security” or “opportunity security” or “unconditional and universal security” or “diverse respecting security.” However, both countries are similar in the development of the logic of economic monism (monetary uniformity) in society. This paper investigates the likelihood of resistance against economic monism based on the “No more Hibakusha” movement and explores ways of reconstructing the welfare state.
