外出･在宅活動へのケイパビリティ･アプローチの応用の試み －－『A市高齢者・しょうがいしゃの外出に関する調査』より－－
An Application of Capability Approach to Data about Going-Out/Staying-Home Activities
要旨Abstract
本稿では，ケイパビリティ･アプローチを『A市高齢者・しょうがいしゃの外出に関する調査』にあてはめ，一般高齢者・障碍者・要支援要介護者の外出／在宅活動に関する厚生評価の方法について吟味した。実際の外出／在宅行動を，その際に発生した困難体験で割り引くことによって利用能力を計測し，その際に，環境利用能力，対人利用能力，個体利用能力という3つの側面に集約する方法を提案した。さらに，外出／在宅行動の評価を4つの次元，すなわち，「(根源的)安心」に関わる機能Ⅰ，「金銭・時間・健康の得」に関わる機能II，「交流・喜び」に関わる機能III，「(自尊)じぶんらしさ」に関わる機能IVに集約することで表現することを提案した。実際に，A市では一般高齢者･障碍者･要支援要介護者の順で諸機能の達成水準が異なり，その一端は利用能力自体の多寡に依存することがわかった。
In this article, we apply Amartya Senʼs capability approach to the ad hoc survey that collects the information on going-out/staying-home activities. To evaluate the capability, we propose three abilities that utilize environments, human relations and individuals. These ability variables in the data are constructed from the actual behavior and the difficulties that they faced. We also propose functionings about going-our/staying-home in four terms of safety, utility, ludus, self-respect. The ad hoc survey shows that the achievements of four functionings are actually different among those who has disability, those needs support/care and those who are above 75 years old. The data also suggests the difference in achievements of functionings comes from the endowments of three abilities.
